I rate this as one of the best spot removal spells you can play in a UW based control deck behind only the premium one mana cards, Winds of Abandon, and perhaps Wingshards if you count that as spot rather than mass removal
I'm not sure why they made this restriction, but my guess is they didn't want to have to spend the time explaining what happened to the Aura if you turned the token back into a counter
